Virginia splits notification at the local-to-state boundary. VINELink remains the local and regional jail path. VADOC now uses NAAVI for eligible state-prison victim notification. Older Virginia material may still use VADOC VINE wording, but current instructions must follow the NAAVI handoff. A person serving under local responsibility ordinarily stays in the jail VINE path; a move to state responsibility can place the next event in VADOC and NAAVI.
NAAVI registration is limited to eligible crime victims and immediate family under the VADOC program. It is not a general historic inmate search.
