The phrase “work release” can cause false matches in a released-inmate search. Focus on the custody-status field and the movement entry, not on whether the person was seen outside. The official record should distinguish authorized program activity from final exit.

The published address should not be treated as a guaranteed pickup point. Call before travel and rely on the person-specific status that MRRJ is permitted to provide. Request Satellite Release Records
A precise request gives MRRJ a named person, known aliases, date of birth if available, an approximate date range, arresting jurisdiction, and any booking or case number. Ask for the existing booking or intake document and the custody-status, movement, release, or disposition record. The source also gives inconsistent Satellite capacity figures of 80 and 115. Neither number is presented as definitive here. Capacity does not prove occupancy, release volume, or the status of an individual person.

Research Section 19, Angle A makes the Dinwiddie path unusually easy to misread. A person arrested in Dinwiddie may first pass through the Sheriff's short-term lockup, then enter MRRJ, and later be assigned or moved within the regional system. A name can therefore relate to a local intake record, a Main booking record, and a Satellite placement or movement record.
Confirm each link. The Sheriff documents a local-only release or the initial transfer. MRRJ documents regional admission and later facility movements. Court records explain bond, disposition, sentence, or revocation, while VADOC becomes relevant if state responsibility begins. None of those sources should be asked to stand in for an episode controlled by another custodian.

Satellite Release Authority History
Research Section 19, Angle L explains the regional governance. MRRJ opened July 1, 2012, as a joint authority for Brunswick, Dinwiddie, and Mecklenburg. Both MRRJ facilities are outside Dinwiddie County. That geography is part of the intended regional arrangement, not evidence that a Dinwiddie-arrested person is in the wrong system.
Dinwiddie participates in the Authority through local administrative, sheriff, and governing-body representation. Even so, the MRRJ FOIA officer, not only the Dinwiddie Sheriff, is custodian for regional booking and release records. The Sheriff remains responsible for a record created solely during local lockup intake or transport.
This split should shape every Satellite release claim. Use the agency that made the record, preserve the full custody trail, and distinguish a program outing or intra-system move from discharge. The approach is slower than relying on one empty search, but it answers the actual question: where legal custody went next.
